Why Give Kaffarah
A way back, not a penalty
Kaffarah comes from an Arabic root meaning to cover over. It is the expiation prescribed when an obligation has been broken deliberately, and its purpose is to cover the lapse rather than to punish the person.
It becomes due in two situations: deliberately breaking a fast in Ramadan without a valid reason, and deliberately breaking a solemn oath. Forgetting, or breaking a fast through illness, travel or menstruation, carries no Kaffarah at all.
For a broken fast it ends in feeding sixty people in need, separate from making up the missed day itself, and it accompanies sincere repentance rather than replacing it. Scholars differ on the amount, so please ask a scholar you trust before you give.

The obligation is expressed in people rather than in pounds, which tells you what it is for. Kaffarah exists so that something owed to God is discharged by feeding someone who is hungry.

"Allah will not call you to account for your thoughtless oaths, but He will hold you accountable for deliberate oaths. The penalty for a broken oath is to feed ten poor people from what you normally feed your own family, or to clothe them, or to free a bondsperson. But if none of this is affordable, then you must fast three days."
Hadith
A man came to the Prophet (peace be upon him) saying he was ruined, having broken his fast in Ramadan. He was asked whether he could free a slave, then whether he could fast two consecutive months, then whether he could feed sixty poor people. He could not. Dates were then brought, and the Prophet told him to give them away as expiation.
